How did Rayburn forget to pay $292,828.84 to his employees?

According to this 2005 Workforce Labor Law finding, F.G. Rayburn Mason Contractors, Inc. neglected to pay 68 employees a total of $292,828.84. 

F.G. Rayburns explanation:

"The primary issue in the audit regards the Department's annualization (pro-rating) of benefit contributions...This is an area which has involved significant confusion among contractors for many years."

However, he also forgot to post the wage schedule that shows the employees the hourly rate and the fringe benefits. The fringe benefits was that area of "confusion".
